CSOs TRAINED ON GRANT, FINANCE MANAGEMENT TO BOOST ACCOUNTABILITY IN HEALTH PROGRAMS

Civil Society Organizations, CSOs, in the health sector have been equipped with stronger skills in grant and financial management, by Center for Clinical Care and Clinical Research CCCRN, to improve transparency, accountability and program delivery.[City]

 

The 3-day capacity strengthening workshop was held at Havilah Hotel from June 8-10, 2026, and brought together CSO representatives for hands-on training on key finance and reporting requirements.

 

The workshop opened with registration, introductions, where STL Dr. Michael Ejeh welcomed participants on behalf of CCCRN management and urged full engagement to maximize learning outcomes.

 

Sessions covered Financial Management Strategy and Basics of Accounting & Bookkeeping, facilitated by DOF Dr. Sam Audu, where participants learned fundamental bookkeeping concepts.

 

GCM Mr. Adeleke took participants through the CSO Advance/Liquidation Reporting Template, explaining each section and how to navigate it. This was followed by practical sessions led by FM/GCS on quarterly forecast and monthly advance requests, cash book management, invoice and monthly liquidation report generation, expense summary, budget variance analysis, and bank reconciliation.

 

DOF Dr. Sam Audu facilitated a session on new developments in Nigerian tax regulations, including hands-on PAYE computation using the tax calculator, and review of GCS led training on Fraud Detection, Prevention and Forensic Investigation, explaining types of fraud, preventive measures, detection strategies, and reporting channels.

 

SPS Mr. Enobong Thompson handled “Development of Quality Program Reports,” stressing that reports must be detailed with relevant supporting documents as approved in memos and request forms. He noted that finance officers play a vital role in reviewing program reports before submission.

 

A session on Effective Program Management was facilitated by Mr Joel, highlighting that relationships require shared accountability, coordination means aligning activities with work plans, and communication must be timely at all levels.

 

Participants were also trained on Financial Documentation/Filing Requirements, covering supporting documents, quality standards, filing systems, and file labeling by GCS Akwa Ibom, Ogechukwu.

 

Also, the GCS Bayelsa led Petty Cash Management, explained fund setup, controls, and record-keeping, while emphasizing that finance officers should not hold petty cash and it should not be used for salary advances.

 

A session on Sub-Awards Management, outlining oversight responsibilities, site visits, internal control reviews, and monitoring/mentoring of CSO staff, and HRH and ER focused on recruiting, managing, and retaining health personnel, including recruitment, capacity building, and staff orientation also held.

 

Participants were also taken through the Code of Federal Regulations, CFR, which requires organizations receiving U.S. funds to maintain accountability, transparency, effective internal controls, source documents, and budget-aligned expenditure monitoring.

 

The participants demonstrated improved knowledge of financial management strategy, CSO advance and liquidation reporting templates, financial documentation and filing, petty cash management, and sub-award management.

 

CCRN, the organiser said the training is part of ongoing efforts to strengthen CSO systems and ensure funds for health programs are managed effectively for maximum impact at community level.
