CIoTA Backs Government Drive as Osun Assembly Passes Park Management Bill, Applaud Ministry of Transportation

The Chartered Institute of Transport Administration of Nigeria, CIoTA, Osun State Chapter, has backed Osun Government drive, as the Osun State House of Assembly passes the bill for the Integrated Transport, Traffic and Park Management Bill 2026 in the state.
In a statement signed by the Chairman, CTN. Adewuyi Steven Opeyemi, MInstTA, the Institute also commended the efforts of the Osun State Ministry of Transportation for its role in driving the reform process and supporting government initiatives to restore order in motor parks across the state.
CIoTA also described the passage of the bill as a proactive measure by the administration of Governor Ademola Adeleke and gave credence to the state government for taking decisive steps to address the recurring crisis in motor parks.
The Institute said the passage of the bill is a proactive step by the administration of Governor Ademola Adeleke and reflects the commitment of both the executive and the legislature to address the situation.
CloTA had earlier raised concerns over leadership disputes among transport unions which have resulted in violence, loss of lives, injuries, destruction of property and disruption of transportation activities. CIoTA described the situation as unacceptable in a modern transport system where motor parks should provide safe, orderly and efficient movement of people and goods.
The Institute acknowledged the state government’s interventions including the suspension of union activities, deployment of security measures, and the directive for warring groups to vacate motor parks.
It specifically noted the Ministry of Transportation’s efforts in engaging stakeholders, coordinating security arrangements, and providing technical input that led to the drafting and passage of the Park Management System bill.
CIoTA, however, stressed that temporary security measures cannot permanently resolve a structural problem. Sustainable reform, it said, requires appropriate legislation, professional management and effective regulation.
To ensure the new law delivers results, CIoTA called for:
– A professionally managed Park Management System as provided in the new legislation
– Separation of union activities from park administration
– Transparent and cashless revenue collection
– Formal dispute-resolution mechanisms
– Strict enforcement of the rule of law
– Improved security and surveillance in motor parks
– Comprehensive registration of transport operators
– Continuous stakeholder dialogue led by the Ministry of Transportation
– Strengthening of transport regulatory institutions
– Development of a State Transport Policy and Motor Park Master Plan
The Institute appealed to all transport unions and stakeholders to embrace dialogue and lawful dispute resolution.
CIoTA reiterated its readiness to work with the Osun State Government, the Ministry of Transportation, security agencies, transport unions and other stakeholders to establish a professional, technology-driven, transparent and legally backed Park Management System.
The Institute stated that the passage of the bill provides an opportunity to transform motor parks in Osun into centres of order, safety, efficiency and economic activity.
